MINUTES OF ANNUAL PARISH MEETING OF DUNHAM HILL & HAPSFORD PARISH COUNCIL HELD ON THE 1ST MAY 2018 AT 7.40PM

Proposed Cllr Roberts Seconded Cllr C. Fielding that “Cllr Jones be elected Chairman 2017/18”  All present in favour.   Cllr. Jones took the chair, and signed the acceptance form.

MINUTES OF THE MEETING HELD ON THE 3rd APRIL 2018

 

Proposed Cllr R. Fielding Seconded Cllr C. Fielding that “Minutes of the meeting held on the 3/4/18 be signed as a true and correct record.” All present in favour

 

 

 

ARISING FROM MINUTES.

 

  1. Travellers – Appeal meeting will be held on 2/5/18. Cllr. Tiplady will represent the Council. Ministry of Housing Communities and Local Government. Letter received which outlined powers for dealing with unauthorised development and encampments. (Consultation document passed to all councillors).
  2. Wind farm -  Press release received showing funding payments made by Frodsham Wind Farm limited.
  3. Landfill site, Mickle Trafford – Video of a vehicle leaving the site and shedding plastic over the roads has been passed to police.  CW&C will provide traffic lights along A56 to allow members from the landfill site to remove plastic and tree branches from the area.
  4. Gowy Group – The meeting that was to be held at Lymm on the 16/4/18 was cancelled.

 

 

 

CLERKS REPORT.

 

  1. Police Bulletins – Passed to all councillors. Police Commissioner invite Parish Council representatives to a meeting on 8/5/18 at 6.30pm at Police HQ Winsford.  Police have taken an office in the Boshaw Centre.
  2. Internal Audit – Completed.
  3. Road closures – Barrow Lane and Morley Lane.  Clerk had put notices on all notice boards
  4. Fly Tipping – Tipping on A5117 and Barrow Lane had been reported and removed.

 

 


 

 

 

 

CORRESPONDENCE.

 

  1. Healthwatch, Cheshire West – A survey is being conducted to help them to establish priorities for the coming year.  This letter has been passed to all councillors.
  2. Data Protection – Letter received stating that an amendment to the Data Protection Bill to exempt all Parish Councils in England from requiring to appoint a Data Protection Officer.  Clerk had issued a GDPR form for all councillors to complete.

18/01159 2 storey dwelling, land adj. Bankfield, Village Road – Council object on the grounds of over development of the site and widening of access will require the removal of a wall which is in the conservation area.

 

18/01557 conversion of an existing Use Class B property into 6 residential units, Class C3B – Council object due to lack of clarification of support for residents, properties adj. to dangerous road. Gowy Ward is one of the most deprived areas in the country for access to services, namely doctors, dentists and local amenities.
