ACCEPTANCE OF MINUTES

RESOLVED 19/011 - that the Chairman signs, as a correct record of the circulated minutes of the Parish Council meeting on the 8th January 2019.

 

PUBLIC PARTICIPATION

-      Litter Picking – it was reported that Gowy Landfill employees had been seen undertaking litter picking.

-      It was reported that litter on the Motorway roundabout was particularly bad a present – however this was a highways issue as lanes needed to be closed to undertake the litter picking.

 

CLERK VACANCY

Cllr Jones undertook to distribute to all members a copy of the CHALC Contract that he had received and the previous Clerk’s Contract for review so that a temporary contract could be drawn up.

 

MATTERS ARISING FROM MINUTES

-      Travellers – Chairman had not received a reply from CW&C requesting present position on Renley and The Paddocks

Cllr Johnson undertook to follow-up with CWaC Officer.

-      Costing estimates – Village Cleaning – CWAC had offered 5 litter picking kits on loan, it was agreed that this offer would be accepted for beginning of February. Additionally, the council asked the Clerk to explore the cost of buying litter picking kits on behalf of the council.

RESOLVED 19/012 – to purchase 5 x litter pickers.

RESOLVED 19/013 – Cllr Bradley to organise a village litter picking event at the beginning of March and publish information in the Church Newletter.

-      Footpaths – a meeting had been arrange on 11th February at 10am with CWaC to discuss the footpaths in Hapsford and Dunham Hill, Cllr Hanson and Cllr Moore undertook to attend.

-      Costing estimates village cleaning – to be discussed with CWaC Officer at meeting on 11th February.

-      Wind Farm – no information was received by the meeting.

 

CLERKS REPORT

-      Bulletins & Police – Bulletins from Public Health and PCSO were passed to all councillors. 

-      Village Matters

Christmas Tree – Cllr Bradley undertook to explore sponsorship for funding of 2 or 3 Christmas Trees, however it was felt that the costs would be somewhat prohibitive.  A decorate front garden competition may be more successful and achievable.

 

NEW CORRESPONDENCE

-      Road Closure A5117 Shotwich – Frodsham Road – had been circulated to all councillors.

-      E-mail received from a resident of Hapsford with regards to the Litter along the A5117 – discuss at meeting with CWaC Officer.

 

PLANNING

-      Councillors noted the Planning Register.

-      Planning applications –RESOLVED 19/014  that the following actions be undertaken with regards to the current planning applications:-

19/00001/REF – contact Ince Parish Council and offer any assistance they may require in supporting the opposition now this application has gone to appeal.

18/04894/FUL – as long as the work undertaken is true and accurate against the application then the council would not oppose, however they requested that monitoring be put in place to ensure that the applicant did adhere to the criteria.  It was noted that Cllr Bradley could not support this application.

 

ACCOUNTS

RESOLVED 19/015 – that the Council approve accounts and payments as circulated in the Cash Book including the following

Clerks Expenses/Mileage            £124.05

Clerk Salary - Jan                      £208.26

Clerk Salary – Feb                     £208.26

Clerk reported that she would like to attend CHALC training for CW&C Elections, Code of Conduct, Introduction to Local Councils & Finance (costs of these training events ranged from £35 - £75 depending on whether it was a ½ day or full day training event.  RESOLVED 19-016 that this Parish Council pay for 1 x ½ day training event as the cost of all of these training events were being split across four Parish Councils.
